Elena Fowlkes is a policy and operations leader with over 15 years of experience driving systemic reform, operational modernization, and equity-centered change across government and nonprofit organizations. She specializes in turning complex challenges into opportunities for sustained improvement—bridging policy analysis with practical implementation to deliver measurable results.

 

As the founding Director of both the District of Columbia and the Maryland Office of the Taxpayer Advocate, Elena built the state’s first independent taxpayer advocacy function from the ground up, championing taxpayer rights and designing systems that promote transparency, fairness, and trust. In DC, she also served as Assistant Director of Operations at the DC Office of Tax and Revenue, where she led multiple cross-functional teams to improve service delivery, strengthen stakeholder engagement, and establish performance frameworks that enhanced organizational accountability and customer experience.

 

Elena’s leadership philosophy blends strategic vision with operational precision. She has a proven record of identifying systemic issues, designing reforms that align with mission and equity goals, and implementing processes that endure beyond leadership transitions. Her work has influenced national discussions on taxpayer rights, government accountability, and data-driven service delivery, with presentations at leading forums such as the Federation of Tax Administrators, NESTOA, and the International Taxpayer Rights Conference.

Elena holds a Juris Doctor and is licensed to practice law in the State of Maryland, the U.S. District Court for the District of Maryland, the U.S. Court of Appeals for the Fourth Circuit, and the U.S. Tax Court. She also holds an LLM in Taxation from the University of Baltimore and an Executive Master of Policy Leadership from Georgetown University.
